I would recommend spending a couple bucks on a new haircut and frequent places you might be able to strike up convos with girls.

The weirdest thing I have encountered with girls is that they can track how much other girls are into you.

So if you can talk to random girls in public, you should be able to strike a conversation with someone you might want to be friends with.
