I would have to go with snoopy being the best on that list.
He's the player that learns as he plays. He's good at learning from trial and error. If he continues to play, that alone will toss him up there to be one of the best. He doesn't get down on himself if something goes wrong. His movement will just fuck with other scouts like dante, but soldiers can just time his obsessive-jumping-disorder.
I respect weeble, as he has worked on his scout to match his sniper (while being inconsistent, but when he's on a roll, he can't stop.) I dunno, I think to make the best of it he'd have to let snoopy open up opportunities for him as I don't think weeble has ever been the scout to advance aggressively against smart-DM powerhouses. Weeble can learn though, and I don't expect any less of staying in invite as scout if he puts in the time to go over with his team on what he does wrong.
Decimate has proven to me that he can take on any scout in any battle pretty damn well. It just adds to his ability to destroy any other slower class whenever he is given the chance to. However, that's when scouts come to him, not vice versa. I do remember him roaming maps like badlands and being the scary player that just killed everything in his way. I haven't seen him do that in awhile. I don't know much about him personally to bunch up information that he can find the right times to put himself in that situation where he can remain the dominant force on the flank. But I guess it won't help he doesn't have his health restored every kill.
Why does mireL not impress me at all? Only thing you have to do is make it awkward for him to aim at all times (Then go for easy shots when he's pretty exposed.) and you don't have to worry about getting a 60+ shot in your chest.
