Unfortunately, the person who owns the server (my brother) doesn't really play TF2 anymore.

It doesn't seem like he cares. And let me say this as someone who knows him very well: if he doesn't care about it, he probably won't ever set his eyes on it again. (I'll ask him about it anyway, but I don't expect much to happen and neither should you)

So it's as good as dead. I could try to take it over, but I don't really have any money or know-how to run a server, and from what I understand, there aren't a lot of donations ($0, in fact) coming in.

These two items are in my "never, ever delete" category. They're cheap, look great on every class, and still allow you to put on any hat. And the photo-badge lets you put something unique on your class. (truly unique; I think even unusuals are generic at this point)

What I can think of that may have had an effect on both CPU and network lag is an obscure service called MMCSS.

Basically, if your ping is rapidly fluctuating ONLY whilst playing TF2, the mmcss service may be over-throttling your bandwidth to save resources, causing ping issues. The fix is detailed here:

I actually just experienced this problem a few days ago, and it's incredibly frustrating. It doesn't sound exactly like that is your problem, but I spend a couple of days trying to resolve this and I don't want that to happen to anyone else!

This is an easy way to get great looking lighting into your map quickly to test out different combinations. It's possible to create your own skyboxes (through photoshop and tweaking things within hammer), just very difficult. My personal 2c:
Never, ever use the carve tool in Hammer. It always fucks things up and you can use the cut tool to achieve the same effect far easier.

And I would strongly recommend going to TF2maps first and foremost for map design advice. Though NATF2 knows the game inside and out probably better than anyone, for specific things (like scaling, layout, health/ammo distribution, design tips, optomization, etc.) related to mapping, TF2maps is probably the best resource.

So even if you think your map might be utter shit, or if it seems unplayable, keep working at it. You will learn things that will help you in the next map you make.
