Well he only said a Phenom II X4. There are a shitton of different Phenoms that all have different caches/other features than the others. I bought an Phenom II 840. Its a quadcore with no L3 cache. Apparently that L3 cache is very useful, thus making my phenom shitty and not considered a "phenom". :p Just saying. A quad core is enough for TF2. It must have been that "priority" setting.
