Most weapons of tf2 are mid close-range because of the bullet spread/projectiles, thats why higher sensitivites work very well in tf2; higher sensitivites allow you to track better at close distances and player models are relatively big, its not all about lg/pulse gun, its a myth that if you play a lot of quake/ut, youll become better at tf2, the only thing that could happen, is to realize that you can track players, and do it in other games, and that comes with how much precision you need to hit shit, depending on what games are you playing, and shit happens: sensitivity preferences changes.

I dont use accel, because if I want to play a diffrent game, accel would be fucked up, because I couldnt sync through the different engines.

Q3 being released 5 years before UTK4 had nothing to do with it? I love UT and the original UT was my first FPS, but it was really just Quake minus the movement and minus duel. If anything, it could be described as a dumbed-down quake.

both quake and ut are just different games(and both UT's were different too), both doesn't feel the same because of the gravity, weapons, dodge/wall jumps, and headshots; both had similar weaponry, but that doesnt mean that is the same as in quake, besides that, UT was slower than quake 3, but ut2k4 is faster than cpma. Also item respawn is slower in ut, like 1 min to get the 100 shield and 27 seconds to get a weapon.
